The pump must work above the water surface. 

Adequate aeration of the water reservoir is a condition for the proper development of fish and plants, maintains a healthy biological balance, and prevents the growth of algae. 
Aeration is necessary especially in summer and winter, as well as in heavily stocked fish tanks.
